YKMA HOLDS FIRST ORDINARY MEETING OF THE THIRD SESSION OF THE FOURTH ASSEMBLY

Pursuant to section 17(5) of the Local Governance Act(Act 936), on Wednesday, 29th April, 2026,the Presiding Member of Yilo Krobo Municipal Assembly(YKMA), Hon. Edwin Yao Tengey, convened and chaired the first ordinary meeting of the third session of the fourth Assembly of Yilo Krobo Municipal Assembly.

In his opening remarks, the Presiding Member, Hon. Tengey warmly welcomed the Honourable Assembly Memebers and expressed his profound gratitude to them for honouring his invitation and dedicating themselves for the development of their communities and the Assembly at large. He admonished the Assembly Memebers to attend sub-committee meetings and participate in the activities of sub-structures.

In the opening remarks of the sessional address delivered by the Municipal Chief Executive of Yilo Krobo Municipal Assembly(YKMA), Hon. Francis Addo Akumatey,he expressed his heartfelt gratitude to the entire membership of the house for the unwavering support and cooperation which serve as pivot for effective operation of the Assembly. Hon. Akumatey also expressed his profound appreciation to the Eastern Regional Minister, Hon. Rita Akosua Adjei Awatey, and the Member of Parliament for Yilo Krobo Constituency, Hon. Albert Tetteh Nyakotey, for their continuous support, guidance, and encouragement to ensure the development of the Municipality.

Hon. Akumatey centered his sessional address on Security, Governance, Financial Performance, Education, Health, Agriculture, Environmental Sanitation, Road network, Social Intervention Programmes, and Development Projects which have been improved to facilitate the development of the Municipality. However, he bemoaned the alarming pending court cases against YKMA which are overwhelmingly disruptive. He disclosed that in two(2) of the court cases, the plaintiffs are demanding a whopping Twenty million Ghana Cedis(GHS 20,000,000.00) each as compensations.

Hon. Akumatey also presented to the August House, the following Executive Committee’s recommendations for kind consideration and approval:
▶️Establishment of a Water and Sanitation Committee(WATSAN) in all communities where new mechanized boreholes are being constructed to ensure effective management of the water facilities.
▶️Management should liaise with the relevant authorities overseeing the construction of Akpamu CHPS Compound to expedite the completion of the project.
▶️Management of the Assembly should engage the management of Jakora Recycling Plant to review the terms and conditions of the joint venture agreement and identify the challenges hindering the effective operation of the facility.
▶️The Assembly should consider the possibility of venturing into commercial arable crop production as an additional source of Internally Generated Funds(IGF).
▶️The Assembly should rehabilitate the bypass from Nkurakan through Wawase to improve the mobility of goods and services to the Nkurakan market.
▶️Management should, as a matter of priority, ensure a constant and reliable water supply to the Somanya District Hospital, whether through the provision of adequate storage facilities or construction of a dedicated borehole in order to resolve the persistent water challenge facing the hospital.
▶️The Assembly should take the necessary steps to protect its lands by registering them with the Lands Commission to prevent encroachments.
▶️Management should, as a matter of urgency, complete and operationalize the slaughter house in order to address the current unhygienic practices employed by the butchers in the handling of meat.
▶️The Assembly should, as a matter of urgency, take decisive action to address the problem of grazing cattle destroying farmlands within the Municipality.

A team from the National Commission on small arms and light weapons briefed the house on legal procedures in securing small arms, registering them, and renewing them annually. The team also spoke extensively about consequences of possession of illegal or unregistered fire arms, brandishing and sporadic shooting of even registered fire arms in public.

The Municipal Development Planning Officer, Mr. Kwabena Adu, presented to the August House the 24-hour model market. He explained that the market will be equipped with modern facilities including cold storage units, sanitation systems, digital payment infrastructure, childcare centers,police and fire posts, with proper lightening system to always ensure safety and convenience for both traders and customers. He disclosed that due to the standard design that will be replicated in all Municipalities, the Assembly will need a 4-acre land size for the project with proximity to a good transport system.

In closing his remarks, the Presiding Member, Hon. Edwin Yao Tengey, reiterated his profound gratitude to the Honourable Assembly Memebers for honouring his invitation and dedicating themselves for the development of Yilo. He also thanked the Municipal Co-ordinating Director, Mr. Abdul Hussein A. Rasheed, for the key role he has played to fast track the payment of ex gratia of the previous Assembly
