YKMA HOLDS A JOINT-STAKEHOLDER MEETING WITH DECENTRALIZED AND NON-DECENTRALIZED DEPARTMENTS/ORGANIZATIONS

Pursuant to Section 81(1) of the Local Governance Act, 2016, ACT 936 which mandates Departments of a District to collaborate and cooperate with non-decentralized departments, state-owned enterprises, and public corporations operating in the district to ensure a coordinated approach to the development and management of the District to avoid duplication and ensure a more convenient and cost-effective implementation of programmes and projects, on Tuesday, 3rd March, 2026, the Yilo Krobo Municipal Assembly, led by the Municipal Chief Executive, Hon. Francis Addo Akumatey, acting as the Chairman, and the Municipal Co-ordinating Director, Mr. Abdul-Hussein A. Rasheed, convened this important meeting.
The Municipal Chief Executive(MCE) warmly welcomed the astute technocrats and expressed his heartfelt gratitude to them for their stellar performances in their various fields.
The Chairman presiding over the meeting, Hon. Francis Addo Akumatey, invited heads of participating departments(decentralized and Non-decentralized) and public corporations to outline their 2026 action plans.
🗣️The Municipal NADMO Director, Mr. Prince N. Odoom, outlined proactive measures including demolition of dilapidated structures posing as death traps to ensure prevention not reaction.
🗣️The Somanya District Police Commander, Superintendent Kingsley Abrokwa, highlighted measures such as creation of police snapshot points at vantage places and intensifying patrol to combat crime and protect property. He disclosed that on 15th February, 2026, the police intelligence foiled robbery attack in the Municipality. He added that they are doing community engagement as sexual offenses such as defilement, rape, sextortion are on the rise in the Municipality
🗣️The Asesewa ECG District Manager, Mr. Samuel Acquaye, announced vegetation control to avert power outage, community sensitization on safe use of electricity, provision of site plan and building permit before meters are fixed, among others as his plans.
On challenges being faced by state-owned enterprises and public corporations, both the ECG District Manager in Asesewa and the Engineer in Somanya disclosed that there will not be major developments in the Municipality due to lack of resources. They cited debts owned by state institutions and customers, illegal connections and supply of power, political meters, farming under their lines, fake data among others as major challenges. The District Manager of ECG in Asesewa revealed that out of 31,000 customers, only 3,000 regularly pay bills. He added that over 15,000 customers provided fake phone numbers.
On mapping out various strategies to strengthen collaboration and cooperation between departments of the Assembly and other public organizations, the following decisions were taken:
▶️Collaboration between ECG and the Physical Planning Department in lay outs.
▶️Collaboration between the police service, works department, and NADMO during demolitions.
▶️Collaboration between ECG and works department to authenticate site plan and receipts of building permit.
In his closing remarks, Hon. Akumatey, the Chairman of the meeting, offered the following plausible ideas:
✅Merging of plans and time lines of decentralized and Non-decentralized departments or public corporations to avoid duplication and waste of resources.
✅Public Education to sensitize the residents on programmes and projects to avoid resistance and rejection by the residents.
✅Following all due process to avoid legal repercussion and litigation.
✅Regular reading of newly fixed postpaid electricity meters.
✅Internal resolution of issues before reporting them to higher authorities outside the Municipality.
The Municipal Co-ordinating Director, Mr Abdul-Hussein A. Rasheed, stressed on the intersectoral collaboration and cooperation. He thanked all the technocrats for honouring the invitation.
