HEAD OF SERVICE PAYS A WORKING VISIT TO YKMA
On Friday, 16th January 2026, the Head of the Local Government Service (LGS), Professor Lord Mensah, and his management team paid a working visit to Yilo Krobo Municipal Assembly to familiarize themselves with the staff.
In his welcome address, the Municipal Chief Executive (MCE) of Yilo Krobo Municipal Assembly (YKMA), Hon. Francis Addo Akumatey, stated that the municipality is in its fourth(4th) assembly and has sixty-three (63) Honourable Assembly Members; compromising forty-four (44) elected members, and nineteen (19) appointed members. He added that the Assembly has a total staff strength of one hundred and fifty-nine (159) personnel, comprising one hundred and thirty-nine (139) permanent staff and twenty (20) casual staff.
Hon. Akumatey highlighted among others, the following notable achievements under his administration:
▶️The introduction of electronic billing and payment system to improve revenue mobilization, accountability, and transparency.
▶️Operationalization of the Akutunya lorry park to improve traffic management and boost Internally Generated Fund(IGF).
▶️The installation of clock in attendance monitoring system to check punctuality and absenteeism.
▶️The acquisition of final disposal site at Klo-Agogo.
▶️Completion and furnishing of CHIPS Compound at Akorwu Bana, Aketebour, Aboabo, and Aboa Osuboninya.
In closing his remarks, Hon. Akumatey spoke extensively about the challenges the Assembly and its staff face and pleaded with the Head of the Local Government Service to address them. He listed the following as the key ones:
🗣️Uneven distribution of staff to departments and units as some are understaffed while others are overstaffed.
🗣️Acute shortage of staff at works, Agric, Roads, and Finance departments.
🗣️Shortage of office accommodation for heads of departments and units.
🗣️The rise in rental cost in the Municipality which affects staff accommodation has compelled some staff to commute from places outside the Municipality to come to work
🗣️Lack of staff capacity building and skill development
The Head of the Local Government Service, Prof. Lord Mensah, commended the management of the Assembly for the prudent measures it has put in place to ensure punctuality and productivity. He shared the following missions which are anchored on four(pillars):
☑️Data Driven Decision Making: Decision on human resource should be based on administrative and credible data.
☑️Professionalizing the local Government Service: Disciplined, competent, and ethical workforce should be built to meet service delivery standards.
☑️Investing in Public Private Partnership: Such investments will ensure efficiency and sustainability of the private sector for the Assembly to generate more revenue.
☑️Fiscal decentralization: The Assembly should be financially independent and autonomous to have reliable cash flows.
In concluding his remarks, he cautioned the staff against indiscipline, insubordination, lateness to work, absenteeism, disrespecting the channel of reportage, antagonism, among others that retard the growth of the service. He pleaded with the MCE to support his staff with logistics. He entreated heads of departments to ensure discipline and accountability at all levels among the subordinates. He continued that the staff should eschew vacating their posts. He advocated for the establishment of crèche at the Assembly to accommodate the babies of nursing mothers to ensure productivity.
The Deputy Director, Mr. John Mensin Mframah, thanked Prof. Lord Mensah and his management team for the indispensable advice they gave to the staff and management of the Assembly.
