YILO KROBO CONFIRMS MCE NOMINEE

The President of the Republic of Ghana, H.E John Dramani Mahama in compliance with article 243 (1) of the Ghana’s Constitution, 1992, and section 20 (1) of the Local Governance Act, 2016 Act 936 (as amended) in a letter dated 29th April 2025 and signed by the Secretary to the President, nominated Mr. Francis Addo Akumatey for consideration and approval by the Yilo Krobo Municipal Assembly as Municipal Chief Executive for the Yilo Krobo Municipality.
Consequent on the President’s nomination, the Yilo Krobo Municipal Assembly constituting forty four (44) elected Assembly members and Nineteen (19) newly sworn-in government appointees took part in an election on Friday, the 9th of May 2025 to confirm or otherwise of the President’s nominee, Mr. Francis Addo Akumatey.
To be confirmed MCE, the nominee needs to obtain not less than two-third majority of the votes as provided in section 20 (1) of Act 936 thus “There shall be a District Chief Executive for each district appointed by the President with the prior approval of not less than two-thirds majority of the members of the District Assembly present and voting at the meeting”.
The Yilo Krobo Assembly before the confirmation of the MCE nominee was not complete as there was no Presiding Member (PM) and the Government appointees on the other hand were yet to be sworn-in.
Consequently, the Government appointees, nineteen (19) in total, were sworn-in and that followed with the election of the PM, Hon. Edwin Yao Tengey who stood unopposed. Hon. Edwin Tengey was therefore elected PM with 62 out 62 votes of members present and voted representing 95.3% of the entire 65 member Assembly.
For the avoidance of doubt, section 17 of the Local Governance Act, 2016 Act 936 (as amended) which provides for election of Presiding Member provides in section 17 (3) thus “The Presiding Member shall be elected by at least a two-thirds majority of all the members of the District Assembly”.
The election of the PM therefore paved way for the confirmation of the MCE nominee, Mr. Francis Addo Akumatey.
After the votes were cast and out of the total number of 62 Assembly members present and voted, Mr. Francis Addo Akumatey was confirmed with 62 votes representing 100%.
The newly confirmed MCE in his brief remarks assured the people of Yilo Krobo that his administration would be that of “no colour” and promised to work with all stakeholders to ensure the development of Yilo Krobo.
Hon. Francis Addo Akumatey is a teacher by profession and until his appointment taught at the Krobo Girls Senior High School. He is also until his confirmation as MCE, the NDC Constituency Secretary of the Yilo Krobo Constituency.
The newly elected PM, Hon. Edwin Yao Tengey on his part underscored the fact that, the Yilo Krobo Assembly though one of the old Assemblies, there are lots of work to do and urged all to be on board for the advancement of the Assembly.
Among the dignitaries who graced the occasion included the Regional Minister, Hon. Rita Akosua Awaitey, and the Eastern Regional NDC Chairman, Dr. Mark-Oliver Kevor inter alia.
